   INTERNAL MARKET PROFESSIONAL QUALIFICATIONS AGREEMENT WITHIN REACH European Report An agreement looks possible in the three way talks on the recast of Directive 200536EC on recognition of professional qualifications The Council Commission and Parliament have come to a tentative consensus on the key aspects of this very technical legislation There are still two stumbling blocks however the use of delegated acts and the inclusion of notaries in the directive The Presidency hopes to wrap up the work with three three way meetings by 29 MayThe 2005 directive aims to simplify the recognition of 800 regulated professions in Europe and to set rules for the automatic recognition of seven sectoral professions defined in the EU doctors dentists nurses midwives pharmacists veterinarians and architects The Commission proposed in December 2011 see Europolitics 4318 to modernise the text to facilitate professional mobility and it made this initiative one of its 12 Single Market Act I leverage measures to be adopted for 2012On 23 January Parliaments Committee on the Internal Market and Consumer Policy IMCO adopted a report by Bernadette Vergnaud S&D France that further secures professional mobility for Europeans 4571The joint working groups have advanced well since the end of February and the first two three way meetings on 20 March and 24 April endorsed the main points of the coming compromisesCONSENSUSThe three institutions agreed on the principle of a European professional card in the form of an electronic certificate issued by the country of origin the aim being to improve both automatic recognition and the general system As the negotiations stand now the time limit for wrapping up the process would be between ten and 16 weeks at most in the most complicated cases There is also a consensus on a tacit recognition mechanism if the administration fails to respond to the applicant within the time limitOn the automatic alert mechanism through the Internal Market Information IMI system on the disqualifications of health professionals the Council and Parliament agreed.
